The Nicolas Maduro government has also been accused of various human rights abuses in Venezuela.

"China urges the USA to... let the Venezuelan people decide their own future and immediately stop the bullying actions of suppressing other countries at every turn", she said.

That was to protest the Trump administration's decision to freeze the Venezuelan government's assets in the USA and threaten to retaliate against foreign companies that continue to do business with his government. With the new sanctions further restricting economic activity, Bachelet expressed concern that "businesses and financial institutions are likely to err on the side of caution and completely halt transactions" with Venezuela, rather than risk punishment for violating the sanctions.

While transactions are not related to the provision of food, clothing and medicine, they are still likely to "significantly exacerbate the crisis for millions of ordinary Venezuelans", Bachelet said as there will be over-compliance by financial institutions around the world that have commercial relations with the governments of the United States and Venezuela.

The new sanctions imposed by the USA administration is the latest in a series of "arbitrary measures of economic terrorism against the Venezuelan people", the Venezuelan Foreign Affairs Ministry said.

"The U.S. has to understand once and for all that they aren't the owners of the world", Vice President Delcy Rodriguez said in a statement from Caracas.

He has refused to step down despite Venezuela's economic collapse and USA sanctions on the state oil company and central bank.

Michelle Bachelet said previous USA sanctions had made the situation worse.
