North Korea on Thursday threatened to stall the denuclearization of its missile program if the USA continues to abide by an "outdated acting script" amid Washington's calls to enforce sanctions against the regime.

But the North Korea statement separates Mr. Trump from "high-level officials", thus allowing the the country to rail against the USA, while leaving the door open for the president to continue his dialogue with leader Kim Jong Un.

North Korea top leader Kim Jong Un met US President Donald Trump in June in Singapore, where they signed a joint statement, agreeing to push for establishing diplomatic ties, building peace on the Korean Peninsula and completely denuclearizing the peninsula together.

The rival Koreas plan to hold high-level talks on Monday to prepare for a third summit between their leaders, as Pyongyang called on the United States to reciprocate its "goodwill measures" by easing sanctions and stopping demands that the North denuclearize first.

"We expect the Russians and all countries to abide to the U.N. Security Council resolutions and enforce sanctions on North Korea", he said.

The United States is "not willing to wait for too long" for North Korea to take steps toward denuclearization, U.S. Ambassador to the United Nations Nikki Haley said on Wednesday.

The White House and US State Department did not immediately respond to requests for comment. "What we need is performance from North Korea on denuclearization".

"As long as the US denies even the basic decorum for its dialogue partner and clings to the outdated acting script which the previous administrations have all tried and failed, one can not expect any progress in the implementation of the DPRK-US joint statement, including the denuclearisation", it said.

The latest statement by the North's foreign ministry also accused United States officials of "going against the intention of President Trump" by "making baseless allegations against us and making desperate attempts at intensifying the worldwide sanctions and pressure". North Korea did not provide a reason for calling off the inspection, Yonhap reported.

Trump's national security adviser, John Bolton, also said this week that North Korea has not taken the steps necessary to denuclearise.
