NCAA approves basketball rules changes: agents allowed, undrafted players can return

The NCAA on Wednesday announced sweeping changes regarding college basketball eligibility, agents and other reforms in response to both the FBI investigation into alleged college basketball corruption previous year and the April recommendations by the Commission on College Basketball.

In the past, if a college basketball player declared for the draft, they had until 10 days after the draft combine to return to school.

Agents can pay for meals and transportation for players and their families if the expenses are related to the agent selection process.

According to the new rule, which would become effective if the NBA and its players association make an "expected rule change", those undrafted that participate in the NBA combine and request an Undergraduate Advisory Committee evaluation may return to school. Say Maryland's Kevin Huerter, for example, didn't get drafted in the first two rounds - he'd be able to play for the Terps again. For instance, student-athletes can make up to five official visits during their junior year of high school and another five visits during their senior year. The NBA will be immersed in scouting the high school ranks once those players have an earlier target date of entering the NBA draft, and if the NCAA wants to allow a select number of high school players the opportunity to sign with agents, the belief is that NBA front offices would be most informed to cull a list.

The rule changes are aimed at giving basketball student-athletes more flexibility for going pro and also earning a degree.

University presidents and chancellors will also now be personally resposible for their athletics programs abiding by the NCAA's rules. There will also be longer postseason bans, head coach suspensions and increased recruiting restrictions for college coaches who break the rules.

On Wednesday, the NCAA made its long-promised, much-ballyhooed foray into reducing corruption within its college basketball ranks.
