Nielsen has muddied the debate by insisting that children will only be separated in narrow circumstances, including if the adult has broken the law.

In May, Attorney General Jeff Sessions announced a "zero tolerance" approach towards migrants and refugees who cross the U.S. southern border without documents, promising to prosecute those who did so.

A Department of Homeland Security spokesman told reporters last week that 1,995 minors were separated from 1,940 adults who crossed the United States border without documents between April 19 and May 31.

A small number of reporters were given strictly controlled access earlier this week to one immigration detention centre where some children forcibly separated from their parents, or crossing the border alone, are being held.

Children's advocates, religious groups, and some politicians in both parties have criticized the policy as inhumane.

Homeland Security figures obtained by The Associated Press show that 1,995 minors were separated from 1,940 adults.

The decision to attempt to prosecute all border crossers criminally has triggered other legal requirements that have led to the separations - namely, children can not be held in criminal detention while their parents are held.

The figures represent families who were separated because of illegal entry, immigration violations, possible criminal conduct by the parent, and cases where officials could not verify the family relationship, the DHS spokesperson said.

"Our policies are discouraging people from making children endure that treacherous journey", Sessions said.

There were an additional 38 minors separated at ports of entry from May up until June 6.
