Congressional Republicans should stand up for the constitution and against counterproductive protectionism, and curtail the president's unilateral authority on trade policy. The latest in a series of Trump's "America First" initiatives, the decision has met swift, strong backlash from major trading nations, including Washington's security allies.

The announcement comes amid a last-minute lobbying effort to blunt the impact of tariffs.
