ICAO, NCAA Certify Murtala Muhammed Airport Lagos

On September 11, Vice President Yemi Osinbajo, said the Federal Executive Council had approved the concession of the Murtala Muhammed Airport, Lagos and the Nnamdi Azikiwe Airport, Abuja. The Mallam Aminu Kano International Airport (MAKIA), Port Harcourt International Airport, Port Harcourt, Akanu Ibiam International Airport, Enugu and Kaduna International Airport, Kaduna will be certified by July 2018.

Workers of the Federal Airports Authority of Nigeria had protested the proposed concession of the Lagos and Abuja airports, describing it as an illegal act of selling the airports to unknown people.

Speaking at the event in Lagos yesterday, the Director-General of NCAA, Muhtar Usman, said the current drive towards the certification of Nigerian airports was very significant not only as a requirement by the ICAO and Nigerian Civil Aviation Regulations, but even more importantly as one of the critical safety targets set by the Abuja Ministerial Declaration of July 2012, that mandated all African states to certify their worldwide airports.

The certification is an enabler for the attainment of a regional hub for Lagos and one of the critical safety targets of NCAA.

With the revalidation, the insurance premium on aircraft using the airport will reduce and process of its concession to investors can now be fast-tracked.

This Certificate entitles the holder to operate the above named Aerodrome for the objective of take-off and landing of aircraft engaged in flight for scheduled and non-scheduled commercial operations. Also, Secretary-General of the Aviation Safety RoundTable Initiative (ASRTI), Group Captain John Ojikutu, said that the implication of the certification is that FAAN can now be sued by any operator for damages to property or equipment due to negligence.

The endorsement followed safety and standard audit of the airport in line with the International Civil Aviation Organisation (ICAO) and Nigeria Civil Aviation Regulations (NCARs).

The Managing Director of FAAN, after collecting the certificate assured the DG that FAAN will sustain and improve on the present status.

"Aerodrome certification means ensuring the standardisation and harmonisation of airport service, facilities and procedures, as well as ensuring uniformity in safety". "FEC has also approved transaction advisers for the airports and they will start the process soon".

"The Director of NCAA said:" In the regulatory body's safety oversight responsibilities, it would ensure compliance with ICAO and national regulations at all times, and where necessary, sanctions would be imposed or certificate suspended to enforce compliance with standards". There are two issues that are very paramount to the certification exercise: we need to have an airport maintenance program and a security program.
